Is there a Mod Manager? I mean... to manage the installation of mods?

I know it's easy to install Addons but my friends are ... technologically challenged.

Is this really work for addon update? And if so is it moving user settings from older to newer version?

It manages the automatic downloading and updating of add-ons from Idrinth's add-on repository and is made by the same person who runs the repository.

The transfer of any settings between add-on updates is something each add-on has to manage itself if a transfer is required as almost no add-on uses versioned settings, and if it does then the versioning system is not linked to the add-on version anyway.

Thanks Tfargh - Seems good, I haven't tried installing anything yet but it looks impressive.
