Winds of Change quest missing an NPC

Hey, been checking in and out the quest Winds of Change, from the IC boss quest chain, I tried completing it 4 months ago, and it was missing one of the NPCs you need to kill to complete it, the one named "Truda Schadel".
I picked it up again today, to see whether it has been fixed or not, but it's still missing that very same npc, it's supposed to spawn next to one of the other 2 quests npcs, based on quest text at least.
