Can someone from GMs or devs clarify if standing AFK in warcamp every SC is allowed? If it's not allowed, what type of punishement for this violation and who have been punished already or how can you report this?

AFAIK you can only report messages in the chat directly ingame.
So you can:
- take a screenshot/video
- write a ingame ticket and report it

AFKing in SC is not allowed and not wanted. Not sure how wanted this is but you can always check with .gmlist if an GM is online and contact him directly to get the situation handled.

But keep in mind: you never know whats happening behind the screen. Maybe real life was calling.

I don't know why people find it so difficult to accurately report people AFK in scenarios. I assume because it doesn't happen nearly as frequently as they suspect it does. If someone is gloating about going afk, report the chat messages in game. If someone is doing it "every time" there's a record on the Killboard linked at the top of the forums. If you gather the evidence of someone going AFK, we will make sure they're not able to play scenarios for a while. If you just want to vent and have a little whinge about it on the forums, okay that's fine I guess.

I play massive amount of discordant and never seen anyone constantly afk farm. There are people like dotmaker, who go afk after first lost teamfight and type surrender and pople like bowba, who afk at the start and join the fight only if your team is winning. Best solution - just ignore them and try to win with one man down. In any case it's a team pvp game and you have to be mentally strong.

No, take screenshots and report them to the GMs for gameplay sabotage. DMing the GMs on discord with the screenshots works. "Being mentally strong" to cope with throwers is not a thing.

Depends, if they are getting absolutely farmed every time they go out of the WC, then you can't force people to go out and be farmed. However if they lose one fight and then afk or just afk in the spawn. Then that's not cool and should be reported.
