Return of Reckoning

I am trying to spec my level 23 WL and the game literally won't let me pick certain abilities from the mastery trees. I can click on them, highlight them yellow. Train, and no ability. Not in my list either. It is the same with some of the tactics as well. I can't train anything in the guardian tree. In axeman I can't train primal fury, and in the hunter tree I couldnt pick echoing roar or pack synergy until I leveled a few times and now I can.. makes no sense. I have several much higher characters, I know how to spec.. I know that it takes another point to take the ability. I am spending them. I see my damage goes up with corresponding abiltites in the trees... just no abilities or tactics. Please help.
