Return of Reckoning

attempted to download VinylUI mod, had no luck with it, so deleted it and backed up my old folders. Now I am getting the below error message as it tries to reinstall war.exe. Any idea how to fix this?

You need administrative privileges. Uncheck 'Read-Only' in the directory and try again.

I retried it with running as admin, still seem to be getting the same error though.

But I also do not see where to uncheck 'Read-Only'

Where exactly in the directory would I do that? Anything I right click properties on seems to have read only unchecked already so I may be missing something.
