change or bug

Hello, i have one question, after the last patch, a bug was fixed in the sword master that made the skill Whispering wind and wrath of hoeth require a target, at the same time before that patch, the skill phoenix wings, did not require a target. This has been a change on purpose or is it still a bug?. if someone can answer i will be grateful.

Should be bug, as it behaves the same as the blorc AOE skills, which require a target as well since patch and are afaik seen as a bug.
