Return of Reckoning

Across the world, there are many many quests, most of which only offer XP and nothing else, and when they do offer items, they are often only mediocre. I think this is a huge wasted opportunity. I personally love the PvE in this game and I think if other items such as war crests, tokens, or something else were added to all quests across the world, way more people would participate in them. It seems the original developers of Warhammer Online put a lot of effort into making all these quests, and currently it feels like they are just being wasted because they offer nothing at all beneficial to the player. I think adding a small amount of war crests, tokens, or anything else good to quests across the map would create a huge beneficial shift in the game and you would see more people participating in PvE quests, including public quests.

Now I know War Crests are for PvP, but maybe they could be used for both? Or maybe some other item could be used instead.
Also, if possible, I think it would also be beneficial if the armor and weapon stats were increased in Chapter influence rewards, not to the level of renown armor, but just slightly less, instead of how it is now where they are not comparable. Again, I think this would encourage more people to participate in the PvE aspects of the game, which right now I feel don't get enough attention.
