Just went to the ability Trainer (I am a SW)
Spent my 5 points and saved it. DID not give me Split Arrow Tactic.

Its highlighted still does not give me the tactic. ? redid 3 times. cost gold.

You have to be level 21 to get another point. Stop wasting your gold and wait for a future update that will introduce level 21 for everyone.
