Can't hand in High elf starting zone quest "Reluctant hand"

WHile playing in the High Elf starting zone , I'm having trouble handing in "Reluctant hand".
When I try to speak to the quest giver, the dialogue box doesn't open and the quest giver just disappears sometimes.
