Return of Reckoning

My launcher doesn't really give me errors when ran as admin, but I keep detting this error when ran normal.

"Application unable to start correctly Error 0xc0000135"

Already tried making it not a read only folder and also unlocking the .exe's. It didnt work.
Tried disabling all my firewalls and protection, still no go.

I've looked around and no one is having a similar problem. I run the launcher as admin, it loads half a second then nothing.

Same or higher version already installed and won't let me choose to do it anyways lol.

Edit: This seems to be happening with quite a few .exe I have been downloading recently. Quick flash of loading next to cursor and then nothing.

Double Edit: Fixed using Bleepingcomputer.com Windows Repair Tool.
