Where to turn in "GRUDGES OF WAR" quest?

Order quest. Kill 3x100 players.
Reward: 5x Seal of the paragon
I do not know WHERE to turn this quest in:
- The description says nothing.
- In the Tomb quest list, there is no zone (empty field in column)
- I clicked through all maps, but never found the quest mentioned in the right sidebar for quests

NPC is bound to be in one of Dwarf warcamps (T2, T3, mid zone T4)

if u make the quest active u can quickly scan all zones and see which zone it needs to be handed into
many ppl spend ages LF a hand in for he ORVR pvp kills for Troll country, Praarg and the one for Highpass also
just make them active and take a quick look

It‘s rather easy to remember this way: Tier 2 and 3 kills quests (50) and Tier 4 (100) can be turned in in every warcamp of the corresponding Tier.
Three additional quests, one for each racial pairing, in Tier 4 are turned in in the mid zones‘ (Praag, Thunder Mountain and Dragonwake) warcamps.
Plus there’s another one in Praag only for Gold.
