[Repel and Repel Darkness] tactic rework & bug fix.

Banish Darkness ( that might occur with Hastened Dismissal as well, cant confirm) currently gives the cooldown boost reserved for GW to SnB along with the increased power.
I suggest reworking and fixing two issues at once for both Chosen and KOTBS by making it work the following way:
Reduce cooldown by 50% while using one handed sword.
Increase power(distance) while using great weapon.
Why?
1. Making the tactic viable for any build.
2. Allowing GW with a choice to play more aggressively or disengage. while 1HS can focus on aiding teammates better while limiting the distance to the reasonable.
3. Common sense, bigger = heavier.
4. Well. fixing it.
