Return of Reckoning

Everyone in my guild is running Enemy, but we can't see anyone else's target markers. How can we remedy this?

The only way you will see the marks set on your enemies is if you all join the same Enemy Intercom channel and use the Target Mark Macro.

If you are all in the same guild you can give everyone Officer Chat permissions, use the Guild Intercom mode and hide the Officer Chat from your filters so you will not see any spam.

Could we make a chat group and do something similar? Are chat groups even possible here?

Creating your own chat-channels, like you could do on live, isn't possible in RoR. As mentioned above to use the intercom of enemy you'll have to stick with an existing channel, everyone has access to. You could use warband or guild, but it will be constantly spammed.
