Lowered RR gains

After the last restart RR gains were lowered for a big amount. 7-8 for assist and 300 per kill. Is it a bug? What happened?

Seems like rp-rewards for keep taking and zonelocks work as it should but random zone rewards, like defending a BO, are as low as assists (8 rp) this was without dessy having AAO on a lvl 81 toon.
