Return of Reckoning

This tactic is in the scout tree and isnt working correctly. Normally it should reduce the build time for Eagle Eye and Festering arrow by 1 second. But in 60% of the cases there is now build time reduce. Seems buggy for me.

I noticed too it's a bit unreliable to reduce Spiral-fetched Arrow cast time : most of the time, the 0.5s cast looks more like 1s (probably lag or something), since arrow is not immediately fired at end of cast, there is a small delay.

So it's more like 1s to 0.75s cast than 0.5s.
