Help with two "Speak to" quests please

Hi,
I'm having trouble finishing two quests (Chaos side):
1. Chaos Might - Speak with Mebunt - Talabecland
2. Unlikely Places - Speak to Guzzle - Ostland
The quest areas are marked on the map, but I can't find the characters I'm supposed to talk to anywhere! There is also no orange quest marker on the map.
How can I finish these quests without abandoning them?
