Return of Reckoning

If I log out with an empty hot bar when I log in slots 1 2 and 3 will be full. If I log out with skills in those bars other than the 3 it assigns at level 1 they are reset to those 3. I feel like I've tried everything and can't find anyone with the same problem. This doesn't happen on every character, very frustrating.
I can upload a video if need be.

turn off all addons and try again

I've already tried that, also tried deleting my profile and letting the game create one for me. Doesn't work.

Same problem here. I turned off all my add on, test on other new characters, clean my cache and even delete and reinstall the game. And the problem is still here with new characters.

A mate in the game just give me a solution :

" You can use the addon NerfedButtons to fix it, or just hide your 1st action bar and you your seconde one as the main one. "

Yep, Nerfed Buttons is a current workaround:
just right click on the empty action bar slot and drag and drop the spell inside, done

this is very annoying to have to change the spells at every loading screen
