Maw hero spawns at IC gates

Are these new, or bugged? Only noticed them the last 2 cities I've left from. They kill players leaving IC, and there were destruction players there farming renown assisting off the Hero's today.

I have a thread about this on the Suggestion Forum and filed a bug report.
According to Wargrimnir this is not working as intended. All respawn points should be considered safe zones, immune from both hostile NPCs and players.
