Return of Reckoning

Despite following instructions by moving it to my dekstop, unblocking the launcher and updater and starting it as an admin, i still get this error
Error Downloading updater:

maybe your torrent client still running on the background and using the files?
other than that, this seems still permission issue or something blocking it, like firewall/antivirus

Apparently i canän unblock the launcher. The line under the "read only" in properties: says that it was blocked because it "probably came from another PC" and it allows to click "unblock". But every time i open properties of the launcher it is blocked again. I switched off my AV and i'm on W7, so i dont have a built in fire-wall. What could posssibly block the file?
