Go ahead a join the server. New people join relatively frequently. I just joined in mid-August. Generally the way people level is to just quest to about level 5, then join the Tier 1 RvR fights and/or Scenarios. Then at level 16, you can join Tier 2+. Tiers 2 to 4 are all combined so all players over level 16 play there. Your character will be bolstered to max level.

I don't think there will be a new server opening for this. The development team have spen a lot of time on this server and continue to add new stuff on a weekly basis.

I would not expect a new server. Just join. Try both factions while you are in Tier 1. Leveling is fastest through world PvP. Scenarios are even faster.

However, some classes experience will change upon reaching lvl 40.

Note that Destro has lots of melees and Order lots of ranged players, consider filling the gaps and competition.
