Could not download War-64 from server, posted fix did not help. Please advise

Greetings,
I have tried the posted fix on manually downloading the WAR-64 files but it still does not work and says it cannot download War-64. Any advice?
I put the downloaded folders into the Return of Reckoning directory in program files.

Hey,
- download the WAR.zip and WAR-64.zip
- delete your old WAR and WAR-64 files in your RoR folder.
- unzip the files and replace it with your old one.
- Maybe, check your directory rights again.

The problem I'm having is since I've never played I don't have a war-64 folder

alright so it should be noted somewhere where the downloads are that you extract the .exe files to the main RoR folder and not place the WAR and WAR-64 folders in there. I'm now having issues with binkw32, I installed them from the RAD website today so I'm not sure what's up there and why it's even downloading them
