Cross Realm lockout, tweak to level specific characters?

I was just tinkering with my T1 chars and switched to destro for a bit, queued up and after 30 minutes of nothing I thought, surely this isn't right so I switched to my T1 on Order, queued up and got 2 in 5 minutes or less each.
However when I went back to play my destro toon I was locked out.... I get the need for the lockout for city reasons but... does it really need to be account wide and not character specific?
