Tactic window not visible after CR 25

Recently got to Career Rank 25 on my Bright Wizard and upon doing so my Tactics window, meaning the GUI for it, completely vanished. I've tried /reloadui , I've tried setting it to hidden and then visible in the layout editor to no avail.
any advice would be appreciated
