I’m curious what the story is behind not allowing 2h weapons to not have the same talisman but I can stack the same talisman on my 1h weapons. The stats are basically identical when added the 1h X2 vs 2h stats. Is this a bug or working as intended?

Working at intended, worked same way on live, not sure why though.

For that matter though, live had lotd 1h weapons with 2 tali slots, and those couldn't take same tali in both slots as well.

But lotd talis also had the possibility to be changed into grand talis for 2h weapon and regular talis for 1h

It wasnt all the time that way in live. But at some point mythic changed so 2 talis from same type cant be put at 2h.
That create some unreasonable imbalance between 2h and 1h and even between mirrors (for example zealot being with 2 1h and rp being with 2h)
Imo devs should remove that ristriction on ror because it has no argument to be at all
