Errormessage - ror launcher doesn't download

Heya,
i downloaded all files via torrent, stopped the torrent, closed the torrent program, removed the readonly from all files and Folders, set the launcher to run as admin … and Keep getting this errormessage, everytime, i start the launcher:
Error Downloading updater:
System.IO.IOException: Der Prozess kann nicht auf die Datei "C:\Users\grogm\Spiele\ReturnOfReckoning-March2020\Warhammer Online - Return of Reckoning\RoRLauncher.exe" zugreifen, da sie von einem anderen Prozess verwendet wird.
