Guild Lead Inactive

Hello,
A few people have returned the game and are working to rebuild our guild. Unfortunately, the guild lead is with somebody who has not played since Aug. 2019 and is not set to return. Is there a way to get guild lead passed on to an active player or will it move automatically after a certain time has passed?
