Maybe a stupid question, but why isnt my gpu boosting? ( nvidia 1060 gtx)

I couldn't see the picture what well on mobile, but it seems like it doesn't need to boost? Someone correct me if I'm wrong but the gpu boosts when it need to when used to 100%.

oh..yeah, gpu is only at 15% usage

Is there a guide somewhere regarding graphics setting and how to get the most out of the gpu and cpu?

Gpu is not heavily used by this game. Client is old and underused most of the potential of a modern pc

yeah this game doesnt use GPU much at all, so obviously it doesnt need to boost.
CPU singlethread perf is the most important for this game
as for FPS boosting:
draw distance medium. Spell Effects party only or yourself only. Animations balanced. Those are the things that help in huge battles. Rest can be maxed.
