you can use /pure command to open pure options and configure it to show target unit frames (i think it's called HUD) like on your screenshot.
and "/wsct menu" command to add icons to combat text.
if you mean that target frames look different, download pure templates (see viewtopic.php?f=66&t=34326&p=382859#p382859 )
