City and solo queuing

I have been quing with in the 25-30 min mark every time and now I just missed a City for the 5th time in a row. I think it is 7 Cities I missed on the past 1,5 - 2 weeks. I try fininding a WB, but it usually ends up disbanding before geting in que, because the organized WB/Guilds usually "steals" the classes they need from the pugs. 
So this is really boring standing waiting for 25-30 min for nothing and then have to wait roughly another 1,5 hr for people to finish their City so the campaign can restart. After the lakes have reset, people usually push T2 and T3 quickly and log off until next city comes around.
The server did feel more alive and felt like it had more going on before the cities came around in my opinion. I am feeling burnt out for working hard in the lakes for not getting any City for the Sov I now need on my Borc.
