Return of Reckoning

I have several toons between levels 12-28 and I just notice something when I was spending my career points on my tank. That one point is spent on the first of three skill trees. I reset my skill points and they all reset with the exception of that one point on the first skill tree. So I checked this out on three of my other toons and all the same. One point permanently entered into the first career tree. However, I do have one toon that is lvl 36 and he did not have this problem. Is this intended to be this way until a toon reaches a certain level?
