[WE/WH] Sever Blessing Proposal

Hello there,
This is a minor change, but one that I think improves the basic quality of life for WE/WH.
Issue: Sever Blessing does not build Frenzy/Accusation. Sever Blessing is the only skill for each class that is not covered by their class mechanics, which may prevent using it when building towards a combo.
Proposal: I would propose a simple change of allowing Sever Blessing to add one Frenzy/Accusation when used to keep it in line with every other melee ability each class has the option of using.
