ROR Private Server Cap greater than live was and other MMOs?

I was just wondering if the current playerbase and server cap was never experienced on a single server when Warhammer was live. Seems awesome.
Also many mmos have server caps much lower and/or small (player wise) instances zones to manage it.
Like the new Amazon New World MMO is going to be capped at 1000 players per server.
