Getting this error too, right when it hits 4% every time:

And my launcher worked fine last night

Btw I found a fix for mine- I just renamed the Cache folder so the game would have to recreate it.

Weird but good to know if someone else get the problem

Did you stop your torrent seeding, run your launcher as administrator and in 64 bit and move the game from your Downloads folder into you're main drive?

Give these a go and let me know if you're still running into the problem.
