Is there an Effigy Guide or Tutorial somewhere? I want to make it so that all HP bars are Effigy Bars, not just my target. Also want them to show all the time for both friendly and enemies.

I agree with Phantasm, there isn't unfortunately any tutorial.
My tip:
take a look into the existing bar and a bit of try and error.
Oh and the "Bar State" defines your bar.

I`m affraid Effigy only overhaul "targeted" enemy and friendly unit frame, Group/Warband and self + all of above mouse over.
Mouse over is a bit tricky, cause dont recognise type of object, so no different for friendly or enemy. Need MOHP state to update values.
To attach mouse over frame to object: parent = "Hostile mouseInvisi"
For HUD parents are:
Friendly parent = "Friendly HUDInvisi"
Hostile parent = "Hostile HUDInvisi"
Unattached use parent = "Root" and adjust x/y.

"Labels" tab
and type "lvl" or "level" or something that describes the word level in the left box
ENTER
(if you already create it, you can open the right drop down to edit)
