There is a tool in-game named "layout editor" wehere you can move every window of the UI to the place you want. also you can make bigger/smaller or hide some windows.

I know but in game hp bar is part of status window, but i wont just hp bar above my skills bar...

you can try with this addons: Pure/RVmods targets+manager/ effigy

There are few addons that replace unit frames in RoR:

1. Pure

It`s got everything, units frames, target HUDs, shows buff/debuffs etc. But not very customizable.

I personally use

2. Effigy

because it let me edit almost everything.
but you will need also some addon for effects buffs on target frame/yourself. Something like Dufftimer. Or use Pure but disable unit frames, so it only shows buffs/debuffs.

He is using Enemy for Unit Frames and Pure for HP Bar, Pure is what he is using for the overhead as well.
