A feature to identify a player as able to accept warband lead

I have noticed that a huge problem still exists in RvR that players either don't know or don't want to know how to manage a warband in a PUG situation. Starstruck stunners.
Warbands are defaulted to be open and player knows to join up when they wish. Much time passes and leaders cycle around and regularly it ends up on some player who for some reason won't communicate or afk.. who knows - there could be a million reasons.
suggestion 1 - a checkbox for the player which sets him as a viable candidate for when a warband leader leaves or crash. Any players with this enabled will be automatically chosen ahead of non-enabled players
suggestion 2 - a feature which to check for activity on warband leader. Any player in the warband can activate a command which requires a response by the leader. If no response in say (example figure = 2 minutes) then another lead will be selected.
