[ADDON] Character window tab fix

I made this add-on to fix an odd issue some people have with the Character window where the 3 buttons (Lockouts, Bragging rights and Character) to switch tab would disappear with no apparent reason.
Additionally it will trigger .lockout on opening the Character window and refreshing your lockouts timers.
