The default tab targeting seems to have a very limited range. i can see enemies on screen, but I can't tab target them unless they are already within threatening range. Is there any kind of addon that allows tab targeting distant enemies?

Unfortunately not. Tab targeting is handled 100% within the client code and not exposed to addons.

We could use at least a prioritization of targets by visibility ; getting every enemy behind walls before the ones that we can actually shoot is so frustrating and counter-intuitive... :/

Go to key binds and change TAB to target nearest and CnTRL TAB to next enemy and SHIFT TAB to previous (or reverse)
Or playa round with them till you find something that works for you.

How do I set it for TAB+ 'person who is pissing me off the most right this second' ???

Press escape to clear target. The game will then target the next person that hits you
