Noob question about morale habilities

well im not sure about this and didnt find any thread explaining this question (searched on forum but too many threads with the keyword "morale"...).
The question is....did morale habilities grow with stats?? for example a caster AoE damage scale with int?? or a heal abilitie scale with willpower??

No, in most (all?) cases morales don't fluctuate with stats. If a morale deals 1200 damage, it will always deal 1200 damage. This is partially what makes morales enticing to use, but also hard to balance.
There are exceptions to this rule: bolstered players may have their morale damage increased, which is why you'll sometimes be hit with a ~1400 damage Sever Nerve for example. I believe warcamp buffs also change the damage of morales though don't remember.
Also, speccable morale 4s scale with points in tree.

Morales deal raw damage. They are not modified or mitigated by anything. Morales also have undefendable tags (you can have raw damage that is defendable, see bright wizard meltdown).
Morales only scale with rank. All core morales will be your character rank (bolster adjusts your character rank) and mastery morales follow the same ranking system as all core mastery abilities do.
The only defense against morale damage is having a higher health pool (and morale drains). Morale bombs are quite common in large scale oRvR, which is why you will often hear people telling you to stack wounds after damage stats.

Well, its clear for dmg morales.
What about heal morales?? are modified by heal debuffs or its raw healing? the not dependence of stats looks like benefit more to dmg morales than the healing ones...

Heal morals ignore healdebuffs.
