Probably it was a testing gear of one of DB devs.
The armor itself is not implemented and there are no plans for it in near future.

The armor is broken on the client end. To implement it, you need to attach the model for the legs to another piece of gear, which means having a pants-cloak. It's not suitable for implementation.
As a side issue, gear like this is really intended for NPC's, and there aren't a lot of models on the other realm. It would cause a fashion-imbalance as Empire does not have a similar scheme for alternate appearances. Disturbing the fashion-balance would certainly cause realm balance to collapse overnight, can't be helped.
