We know the theory to make cloak appearance, but as any animated body part, the tool part is actually missing. So answer to your question is no.

Can you make new re-textures of existing cloak models? Especially for cloaks it seems a lot could be made with just re-textures.

I like the cloak in first picture more. Dont know if its Bloodlord but i hope it is.

2nd is China Tower heraldry emblem
