(NA) connection lag

The lag that players playing from NA notice when playing normally, I will refer to it as connection lag, I have a few questions on it if anyone can help answer them
1.)does it only happen to players playing in NA? Since the servers are located in EU I've always thought that distance was the main reason of why this happens, with servers so far away I thought the 3-5 seconds of being behind people was kind of just standard for NA players.
For example: You can be running next to someone on a mount, same exact mount speed, same exact path but the person to your right keeps slowing down but then he jumps ahead. Things like this happen all the time like when a kotbs knocks me down from 50feet away. Thats how I see it but really hes much closer, the game doesn't really update fast enough for me to understand hes actually right next to me so I've always had to play and compensate for this kind of manually and it works for the polar opposite as well I could be right next to someone casting KD but its not going off and then poof the enemy jumps ahead another 30-40feet out of my range to his true location. I could upload a video for reference is no one understands what I'm talking about. I know im not the only one expereincing this since my duo buddy playing from Canada experiences it as well. (hes about 15 hours north of me)
And the other big question
2.)With relations to "skill" and being a decent player or playing well, how much does this affect me?
I can notice it really early on t1 characters I don't actually have to be behind someone to use a "only from behind" ability (like choppers soft spot) and when I KD people they'll sometimes slide a few feet on the ground eating up 1-2 seconds of my KD's duration. I try to be a good player and I'd like to consider myself pretty decent at the game as I've been playing it for a long time, but it seems like these things out of my control affect how I preform and I just wanted to know how much I guess. I haven't really thought much of it until recently and I guess I just wanted to voice my concerns.
