Does harbinger of doom work for renown stats?

If I go 14% critical heal and 9% magic crit from renown at rank 75, would that be 23% heal crit if I turn off harbinger of doom?
No, it only impacts bonuses from gear.
This means stats on gear, set bonuses, and talis.
RR and buffs from potions/zealot buffs, etc are not included in the class mechanic.
