[High Elves] Centuries of Training.

Every race has some good tactics which give noticeable advantages (dwarf racials, green skins and chaos ones are perfect examples).
But High Elves don't have any racial tactics which are really worth a slot or even optional.
One of such tactics is Centuries of Training (25% chance to deal 252 spirit damage over 3 seconds).
Damage of this tactic on a dummy. Logically, it's much lower on players.
As you can see on that test screenshot, the tactic deals less damage than a simple proc which is quite unfair since tactic requires a slot and in theory must be much better.
So, here are some options to make it worth a slot:
1) Make it able to crit;
2) Make it scale with the main stat of the class (STR for SM and WL; BALL for SW; INT for AM), therefore Stat Damage Scale should be 1.5.
One or both of these options could be implement to make this tactic a desirable/optional pick.
