[Tanks] Tactic to make Throwing Axe scale with str instead of ballistic.

As it currently is, Throwing Axe and similar abilities scale with ballistic, and as such are mitigated by both toughness and armor.
As a result, on my 40 chosen with 74 ballistic skill, even if it isn't dodged it hits for 20 dmg or so after mitigation on most targets, making it only good for dismaunting targets.
Now even in situation when the target isn't mounted, you still see tanks and mdps often spam Throwing Axes while running to target, not because they expect those to suddenly hit for any real dmg, but because while being constantly out of range doing anything, even if its only 20 dmg per hit, is better then doing nothing at all.
So the suggestion is- add tactic for tanks (and probably mdps) that will make Throwing Axe scale with str instead of ballistic. It still won't turn them into any kind of actual rdps- on chosen Throwing Axe does 60% of the base dmg of melee spammable ability, and it doesn't scales with any tree- and it will cost a tactic slot, but in situation where tank/mdps currently can't do anything besides running and throwing 20 points axes to pretty much feel good, it will allow to actually actively do something.
