Its not the .dll file mentioned in your post which i did see

failed to start because binkw32.dll was not found, maybe don't lock the post up so i can actually talk about this...
The error you posted in the thread that was locked was:
"Error starting: System.IO.FileNotFoundException: Could not find file 'C:\Users\me\Desktop\WAR.exe'.".
This is handled in the FAQ so your thread was locked because you didn't read the FAQ, which will be my policy.
