Query regarding PvP and Wards

I'm firmly in the grateful that I can log onto WAR thanks to some people doing this as a hobby camp. Good karma to you guys for spreading that joy. No but coming up either. Just a query.
Liking the new patch, nostalgia factor of dungeons, I even gave them a go and I generally dislike PvE. Good range of sets, bonuses and different ways to get them. If you're not an absolute BiS fanatic then there's a way for you. Long may that last.
On that note I heard (in game chat) that without wards from Gunbad and then city dungeons, you can't take part in future intended end game pvp content (fortresses etc).
Can anyone confirm if this is the case or not? I can't bring myself to do PvE dungeons and that would be the end of the road for me. I understand completely no one cares at all if I play or not but on a personal note I would find it particularly super cool if the wards were also found on the pvp sets. There must be other pvp only junkies who are only happy fighting human enemies worried about the same I'm sure?
I imagine after all the hard work that went into the Ch 22 and city dungeons you want to see them used. The sentinel/onslaught sets have gear fever in full effect, no need to funnel everyone through that route I think/hope.
