Can the team create some more incentive to que for SCs or log in off peak times?

X2 experience boosted general population significantly.... can you create more incentive to que with more xp rp and rr token drops from scenarios.
Scenario pops are extremely rare, and i have had zero this week for me USA evenings. No chance as a single PUG and bad even with a full 6 man last Sunday evening.
Do dominator items drop? I haven't seen one in 2 years.
