Wonder why I never seen any tanks/chappas using those- seems to be pretty worth it for turtle tank/more def specced choppa.

Because it is not worth, when you can wear either dom/conq belts to unlock set bonus or rvr inf belts.

I'm using it on my BG and knight.
cuz they don't have full conq yet.
before full conq, i think 2% block is worthy.
not sure why others don't use it though.

Ironicly I had a chat past week with a player who insisted to stay as long as possible in T1 to may his renown rank.
I told him that for me rr18 is all I need as I can gear myself up till level 25 with Green RvR stuff from the merchants in IC.

Its a great piece for low RR chars. Sweet sauce for players like me that have an ocean of terribad alts to gear. Truthfully, Id like to see more of these kinds of random pieces.

A new blue cloak called Ravack's is a good example:
+2% parry/block/disrupt &
+2% strikethrough &
+21 wounds

An old blue belt called Grim Fald's was similiar:
+2% block
+20 wounds

Solid pre-end game stuff

Brigand's Girtment has similar stats:

+24 wounds
+ 137 Spirit Resistance
+ 60 Elemental Resistance
+ 2% Block

all those block belts are a solid inbetween solution if you don't have access to conq gear.
Once you have 4 pieces of Conq, those items usually become obsolete since the boni you gather outshine single pieces of unlinked gear.
