Return of Reckoning

So I'm trying to complete the quest "Hunting the Druuchi" (Tier 1) where you have to kill 10 enemies of each race in each realm. I need to kill only 3 more dark elves in the elf realm to complete the quest. I went out and found a dark elf and killed it, but it did not count toward my total. Now the area was "locked" (by order) during this time...would that have anything to do with it? Do you have to kill them at a time when it is not "locked"? Or is there something else I'm missing?
